The Language and Culture Center (LCC) is dedicated to enriching the educational experience of all students, educators and instructional leaders by supporting the academic, language, literacy, and cultural needs of students from diverse linguistic and cultural backgrounds.
Our experienced team offers a comprehensive range of services tailored to meet your district's present and future goals. Our approach extends from fulfilling legal mandates in ESL and Bilingual education to actively enhancing the overall learning environment, creating inclusive and supportive learning systems for every student. By focusing on multilingual learners, a.k.a. English learners or emergent bilingual students, we not only help districts address students’ specific needs but also foster a more diverse, empathetic, and globally aware student body. This holistic support extends to administration, educators, and support staff, equipping all with effective research-based practices and insights.

CESA 2 consultants provide classroom and team level coaching to embed explicit language development, cross-linguistic connections, and rigorous disciplinary literacy practices into daily instruction. Services include program evaluation and strategic planning, curriculum design and alignment across languages, and development of coherent biliteracy unit frameworks grounded in Wisconsin Content Standards, WIDA English Language Development Standards, and Marco DALE expectations.

Collaborative professional learning communities connect educators across districts. Core and satellite networks provide ongoing learning, resource sharing, and expert guidance to improve outcomes for multilingual learners.

The Learning, Language, and Literacy Integrated Framework for Teaching (L³IFT) is an innovative, research-based approach developed by CESA 2 to support multilingual learners and historically marginalized students. L³IFT integrates language, literacy, and content instruction so students develop academic language within meaningful classroom learning.
Grounded in culturally and linguistically sustaining practices, L³IFT emphasizes disciplinary literacy, language development within content areas, and a functional approach to language as a tool for meaning-making. The framework equips educators with practical strategies to strengthen engagement, identity affirmation, and academic achievement.
